Do Thieves Guild Quests Ever End? [Solved]
They never end, but completing five jobs for any of the 4 towns leads to another quest for that town. Once you complete that quest, a new vendor will appear in the Ragged Flagon (four total, once you do all four of those quests). The four towns are Makarth, Solitude, Whiterun and Windhelm.
